Plenty of advancement shops have already scanned their paper. The documents sit in a shared drive, neatly named, backed up, and almost impossible to search. A PDF of a scan is just a picture of a page. Nothing inside it is text a computer can read.

The difference is optical character recognition: reading the actual words on every page so the full text becomes searchable. Once that happens, you stop navigating folders and start asking questions. “What did we agree about naming?” returns the clause, not the folder it might be in.
